Libp2p backport changes

Backported libp2p/rust-libp2p#6138 (comment) into our libp2p fork.
While this remove lru from libp2p completely, substrate's frame-benchmarking-cli still pulls lru 0.12.4 through smoldot-light. This is only used when we are benchmarking runtimes.

There is a recent patch for smoldot here smol-dot/smoldot@c10714d but this has not been made into latest release.

For now, leaving them as is in our fork. Will most likely pick up myself with updating upstream once release has been made
