Metadata for specs that have moved #3244

Description

@frivoal

Some times, you draft a spec somewhere, then it gets adopted by a new group, and it gets published from a different URL. At the new location, it's easy to indicate where the spec came from using Previous Version:, but at the old location, bikeshed doesn't make it convenient to publish a draft which says where the newest one goes.

Despite the documentation claiming that the URL metadata key is "a link that points to the most current draft", the generated text calls it "This Version:`.

How about adding a Moved To: metadata key that would:

  1. generate a Latest version: link
  2. set the Canonical URL
  3. cause some kind warning that you're looking at the wrong thing, similar to what W3C does on older dated copies on TR
